Apollo 10 Mystery: Lunar Clouds / Base / Gas?

Another weird one from the Apollo 10 mission. This was taken from the same series of photos that the Mylar piece was. It almost looks as if a Moon Base is creating an artificial cloud or possibly the Moon is letting gas out. This could be a image artifact from a very bright object.
